Donald (Brock) Lough

Brock Lough has a diverse professional experience, beginning in higher education as a collegiate coach prior to joining the health and human service industry. After roughly a decade in the field, he has gained experience in critical elements of providing behavioral health, primary care, and other safety net community and social services. He currently serves as the Executive Director of the Samaritan Center, a Community Mental Health Center(CMHC) in Indiana. He worked previously within a CMHC to successfully grow outpatient revenue by more than $4.2 million in a 4-year tenure. This included geographic expansion of school-based programming, and criminal justice partnerships. During this time, he was the project manager for the creation and implementation of two federally qualified health center designations. During the opioid epidemic, he also participated in project management that oversaw the acquisition of three OTP licenses from the state, and over $3 million in capital projects. He has worked on all levels of project management from conceptualization, application development, management, and reporting with a grant portfolio of over $14 million in awards from federal, state, private, local, and foundation grants. This list includes multiple grants from SAMHSA (CCBHC and Project AWARE), as well as DMHA (Child Psychiatric Fund, QPR, & Parent Café’). Brock completed his undergraduate studies at Indiana State University, where he also was a member of the football team. He also has a master’s degree in healthcare administration from St. Mary of-the-Woods College.
